NPC Trader stuck in the sea

I don't know whether this is bug or not, but NPC Trader named John has been immobile for weeks in the Øresund strait. I attached my save file, in case someone is able to help him.

In my instance NPC trader Baptist is stuck close to Malmö in narrow strait and I have to dodge him each time I sail to Danzig or Stockholm
